Splitting the workspace into panels

What happens

Three collection tabs open in one panel; one is dragged to the right edge of the window and the workspace splits into two panels side by side, each with its own query and results; the remaining tabs are reordered by dragging, and a collection is pinned from its context menu and appears at the top of the sidebar.
